Unlimited: any legal army is permitted. More than one person can take the same army.
Open: any number of players is permitted.
Armies: you must send me your army list choices in advance, and use those choices throughout the tournament against every opponent, as described on p14 of the DBA Rules, v1.1. The only exception is that dismounting elements may be deployed as either type before each battle, and that any element listed as "or Art" may be deployed either as its non-Art type or as Art before each battle as desired. Again, all this is exactly as described on p14 of the DBA rules.
Rules: standard DBA Online for battles. No external additions.
Structure: Participants will be split arbitrarily (by me) into approximately 6-player pools, based upon Chronological and Geographic criteria as much as possible. Some pools may be slightly smaller or slightly larger; I want to retain flexibility in keeping the pools somewhat closer to historical enemies list.
Within each pool pairings will be a Round-Robin (everyone plays 1 game against each other person in that pool).
The Training Mapboard is not a legal mapboard, and will not be permitted.
Best two records within a pool advance to a second round if the pool has 5-6 players; best three records advance to the second round if the pool has 8 players.
Playoffs will consist of one or more similar pools. Assignment to each pool will be random, except that two players who come from the same first round pool will always be in different second-round pools. The best two records from each playoff pool will advance to a final round. In the third round every player will play every other player, with the best record being the victor.
Win-Loss record is the primary determination of victory. The primary tiebreaker is GAMES COMPLETED. That means that a player who finishes all his games on time and has three wins will always finish ahead of one who has three wins but one incomplete game. If ties still exist, Element Differential (with the usual +2 for General, +2 for Camp) will be used as a second tiebreaker. Ties that still exist (if any) will be resolved by Face-to-Face record (if X,Y are tied, and X beat Y in their one battle, X is higher than Y). Uncompleted battles are marked "unf", and are neither wins nor losses.
Time Limit: each round will be one month. There will be no extensions; if your game is incomplete the tournament will go on (probably without you!).
Registration runs from May 20 until May 30, midnight EST.
Tournament begins June 1, 2000 and runs for 30 days until June 30, midnight EST. The playoff rounds will be set up over the June 31/July 1 weekend; playoffs start July 1 (or as soon as the groups are published).
