• ISSUE 2: Again, following on from Keith's post, should "major" and "principal" be conflated at IL2? How should we do this methodically, this issue was meant to be addressed in IL1. Again "Industrial" and "Trade" are obviously non-reconcilable. Is a single IL2 possible at all if we do not allow for feature values that are underspecified?

  -ISSUE 3: are "expectation of economic growth" and "estimation for the growth rate" close enough to be reconciled? Who decides?
